21 Estados estarían tomando medidas para mantener una posición más solida e independiente de la federación basándose en la "Decima Enmienda Constitucional".

Sumados a los 14 estados que presentaron recursos similares a comienzos de los 90' por los sucesos poco claros en waco y el atentado en Oklahoma City, serian un total de 35 estados, con este tipo de reafirmación de soberanía o "soberanía reforzada", buscando resguardo del intervencionismo del gobierno federal.
